World Health Organisation Declares Zika Virus Public Health Emergency


WHO chief Margaret Chan said the link between the Zika virus and microcephaly was “strongly suspected but not yet scientifically proven.”
“After a review of the evidence, the committee advised that the clusters of microcephaly and other neurological complications constitute an extraordinary event and public health threat to other parts of the world,” Chan said.
She said an international coordinated response was necessary, although there was no reason to introduce restrictions on travel or trade. Mosquito control was the top concern, she said.
The designation was recommended by a committee of independent experts, and should help fast-track international action and research priorities.
Chan advised pregnant women to take measures to protect themselves.
“If you can delay travel and it does not affect your other family commitments, it is something they can consider,” she said. “If they need to travel, they can get advice from their physician and take personal protective measures, like wearing long sleeves and shirts and pants and use mosquito repellent.”
Meanwhile, Brazil’s president signed a measure on Monday allowing health officials access to any building to eradicate breeding grounds for a mosquito spreading the Zika virus.
The measure signed by president Dilma Rousseff allows health officials access to all homes, public and private buildings even if the property’s owner cannot be located. Officials can also request backup from police to raid any building suspected of being a mosquito breeding ground.
The UN health agency warned last week that the mosquito-borne virus was “spreading explosively” in the Americas, with up to 4 million cases expected in the region this year.
The WHO has been under pressure to act quickly in the fight against Zika, after admitting it was slow to respond to the Ebola outbreak that ravaged parts of west Africa.
Although the mosquito-borne virus’s symptoms are relatively mild, it is believed to be linked to a surge in cases of microcephaly, a condition in which a baby is born with an abnormally small head and brain.
Zika is also suspected of links to a neurological disorder called Guillain-Barré syndrome.
Brazil, the hardest hit country, sounded the alarm in October, when a rash of microcephaly cases emerged in the north-east.
Since then, there have been 270 confirmed cases of microcephaly and 3,448 suspected cases, up from 147 in 2014.
Amid concern over the surge in microcephaly cases, Colombia, Ecuador, El Salvador, Jamaica and Puerto Rico have warned women to delay conceiving until the Zika outbreak is brought under control.
Jitters over Zika have spread far beyond the affected areas to Europe and North America, where dozens of cases have been identified among people returning from vacation or business abroad.
There is currently no treatment for the Zika virus, and the WHO has said it would likely take more than a year to develop a vaccine.
The virus is transmitted by the Aedes aegypti mosquito, which also spreads dengue fever and the chikungunya virus. It produces flu-like symptoms including a low-grade fever, headaches, joint pain and rashes.
The WHO has refrained from issuing travel warnings related to Zika, stressing that the most effective form of prevention is getting rid of stagnant water where mosquitos easily breed, and personal protection against mosquito bites such as using repellant and sleeping under mosquito nets.

Oil crash: Nigeria risks social instability — Analysts

Analysts have warned that the low price of crude oil in the international market might lead to fiscal crisis in Nigeria, which if not addressed urgently, would constitute a major threat to social stability in Nigeria.

Afrinvest in its Report titled, ‘Nigerian Economy and Financial Market: 2015 Review and 2016 Outlook,’ disclosed that “the impact of lower crude oil price is likely to keep domestic output growth at a sub-optimal level. (This is) as consumption expenditure which contributed 74 per cent to Gross Domestic Product, GDP, in the second quarter of 2015 stays soft, while private sector investment, which is 17 per cent of GDP may be constrained by currency market challenges and the higher risk environment.”

The Report further stated that Nigeria’s response to the low crude oil price environment had served to worsen the cloud of investors’ uncertainty; a situation which it said led to the rout in the country’s financial system.
It said: ‘The country is currently experiencing the sharpest drop in government revenue in the wake of abruptly lower oil prices which has impeded the fundamental structure of the ‘sharing’ economy.
“Closely related to this was the massive bailout handed by the Federal Government to sub-national governments who could not pay salaries for an average of six months due to lower federal allocations and poor capacity to generate internal revenues.”
In addition, the Report also argued that the lower oil price regime would put pressure on the Naira and trigger devaluation in the nation’s currency. To this end, it projected a minimum of 25 per cent adjustment of the Naira by the CBN before the end of the first half of the year, to about N265 to the dollar.
It added: “With unrelenting downward pressure on crude oil prices and the continuous strengthening of the dollar, we opine that the pressure on the naira may likely continue unabated. We believe that the current stance of the apex bank on the foreign exchange rate is unsustainable in the wake of the higher interest rate environment in the United States, weaker global outlook on oil prices and reduced accretion to the reserves.”
Also commenting, the Chief Economist, PwC Nigeria, Mr. Andrew Nevin, warned that growth headwinds will persist in Nigeria as low oil prices present fiscal and current account challenges.
He, however, noted that with government’s support and improved tax collection, non-oil revenues could see significant increases, keeping Nigeria’s deficit to around 2.5 per cent of GDP.
Continuing, he said: “Growth will rebound after a disappointing 2015 to almost five per cent in 2016 as tight fuel supplies and power outages abate and a more accommodative monetary and fiscal stance takes hold. A crackdown on corruption should also help to increase FDI inflows, supported by improved security and better governance.''

EFCC searches Sambo’s office

                               •Ex-VP may be invited over N20m monthly subvention from ONSA
THE Economic and Financial Crimes Commission (EFCC) at the weekend searched the office of former Vice President Namadi Sambo in Abuja.
The anti-graft commission may also grill the ex-VP on the alleged N20 million monthly subvention from the Office of the National Security Adviser (ONSA).
The EFCC was yet to vacate the office as at yesterday because of the alleged uncooperative attitude of Sambo’s employees.
It was learnt that the search was informed by the unusual movement of hefty bags into the office of Sambo’s Manyatha Company on Saturday.
Although Sambo has been on EFCC radar over funds allegedly collected from ONSA, the relocation of the suspicious bags from the home of the ex-VP to the office made the EFCC to act swiftly.
A source, who spoke in confidence, said: “The ongoing investigation of $2.1 billion arms cash under ex-NSA Sambo Dasuki has been extended to the former VP. The search started on Saturday till the early hours of Monday.
“Apart from getting N20 million monthly from ONSA, we got tip-off on movement of some bags loaded with hard currency.
“All we did was to investigate this clue by searching the ex-VP’s office in a cautious manner and in the full glare of the employees.
“At the appropriate time, we will inform the public of our findings.”
Responding to a question, the highly-placed source added: “We are also looking at the circumstances behind the N20 million grant allocated to the ex-VP’s office by the ONSA.
“Ordinarily, a sitting VP has a budget for his office. It is like subjugating your office to a junior public officer if you have to be taking N20 million from the Office of National Security Adviser (ONSA).
“We cannot be blind to this important aspect of monthly grant to a VP by the former security adviser. Some former presidential aides are also under investigation.”
A source close to the former VP confirmed the search of the office in Abuja’s Central Business District (CBD).
The source said: “The EFCC operatives invaded the Manyatha Company of the former Vice President on Saturday, broke the doors. The operatives did not come with any warrant and when they left, there was no record of inventories.
“What happened was that the ex-VP moved some documents in Ghana-Must-Go bags from his house to the office in the Central Business District. I think they got false alarm that dollars were stuffed in the bags and decided to raid the office on the sixth floor.
“We share the same office complex with the British Visa Section. Do you know that since Saturday, the policemen brought by the EFCC are still in the office?
“The EFCC asked the company to repair its doors before the police could leave the place.”
On the alleged N20 million collected monthly from ONSA, the source added: “It is a statutory subvention for the Office of the Vice President. When ex-President Goodluck Jonathan was VP, he was getting it. The same subvention was given to ex-VP Atiku Abubakar.
“Ex-VP Sambo is ready to defend the subvention when necessary. He did not steal public funds and he did not get campaign funds from ONSA.”
