NASS Ready To Pass N6.08trn 2016 Budget Today

After a week of delay, the National Assembly is finally ready to pass the N6.077 trillion 2016 Budget today following the laying of the Budget report by the Appropriation committees of both chambers yesterday.

The long expected passage would be preceded by the clause-by-clause consideration of the report during the Committee of the Whole.

A copy of the report laid by the Senate Appropriation Committee showed that there are no significant differences in the budget estimates laid by President Muhammadu Buhari to a joint session of the National Assembly on the 22nd of December last year and the one laid yesterday at both chambers.

The breakdown of the Budget reports received by the Senate and the House of Representatives from their respective Appropriation Committee, which also tallied with projections made in the document presented to the National Assembly by President Buhari in December last year, were the total budget profile of N6.077 trillion and N351.3 billion for statutory transfers.

Others are: N1,475,320,000,000 for debt service, N2,648,600,000,000 for Recurrent (Non-Debt) Expenditure, N1,845,540,000,000 inclusive of N157,150,000,000 for borrowing andN1.8 trillion for capital expenditure as against N557 billion it was in 2015.

Kumba District Hospital Institutes Post-Paid Services


The director of the Kumba district hospital, Dr Zacks Ebongo who doubles as head of the ophthalmology unit has called on Doctors and nurses of the hospital to practice what he calls post-paid services in order to avoid the Monique Koumate-like incident which occurred at the Douala Laquintinie hospital recently.

He was speaking on Wednesday March 16, 2016, at the conference hall of the hospital while receiving New Year wishes from staff of the hospital. He said no one should be deprived of their right to life because they cannot pay hospital bills immediately.

He urged doctors of the hospital to be ready to go to the theatre whenever need be and even when the patients do not have the money to immediately pay for their services. “The hospital administration will know how to collect its debts after the person must have been treated,” Dr. Ebongo said, calling on his colleagues not to relent in their efforts in providing the best medical care to patients who avail themselves at the hospital.



Cameroon’s Army Is First Known User Of Israel’s Musketeer Vehicle

Cameroon’s Presidential Guard is the first known operator of the Saymar Musketeer light armoured vehicle, IHS Jane’s can reveal.

One of the Musketeers was seen by IHS Jane’s on the streets of Yaoundé during the official state visit by Italian President Sergio Mattarella on 18 March. The vehicle was armed with a remotely operated weapon station fitted with a 7.62 mm FN MAG machine gun.

Unveiled in 2009, the Musketeer combines a Toyota Land Cruiser chassis with an armoured body offering Nato Stanag Level 1 protection. The company told IHS Jane’s in 2010 that it had delivered the first production vehicles to an export customer that it declined to identify.

Cameroon appears to have operated Musketeers since at least 2014.

It is unclear how many are in service, but IHS Jane’s has seen official Presidential Guard documentation showing the force’s Reconnaissance and Support Group includes a Musketeer platoon, as well as fire support, anti-aircraft, and anti-terrorist units.

The force also uses Israel Aircraft Industries (IAI) RBY Mk.1 and RAM Mk.III armoured vehicles, a single example of which was seen deployed near the prime minister’s offices in Yaoundé by IHS Jane’s .

The Presidential Guard’s single Surface-to-Surface Artillery Battery (Batterie d’Artillerie Sol-Sol: BASS) is equipped with six Soltam CARDOM 120T self-propelled 120 mm mortars, while its Surface-to-Air Battery (Batterie d’Artillerie Sol-Air: BASA) uses RBY Mk.1 vehicles mounting TCM-20 twin 20 mm anti-aircraft guns and six NORINCO 14.5 mm Type 56 quad anti-aircraft guns (the Chinese version of the ZPU-4).

Experienced midfielder Alex Song will no longer be making his comeback for Cameroon against South Africa on Saturday after going back on a decision to return to international action, and the Indomitable Lions are also without Eric-Maxime Choupo Moting.

The West Ham United midfielder, on loan at the English Premier League side from Barcelona, had ostensibly agreed to end his boycott of the team in the wake of his fractious relationship with Samuel Eto'o and others during the 2014 World Cup in Brazil.

The 28-year-old midfielder was named in Hugo Broos' squad after discussions in London with the new coach, but he has since told the Belgian he is not going to play against Bafana on Saturday in Limbe and in Durban on Tuesday. He has a long history of niggling injuries to add to his disdain with the setup around Cameroon.

Georges Mandjeck, from French second division side Metz, has been called up in Song's place. Choupo-Moting, who plays for Bundesliga giants Schalke 04, pulled out with injury having not played since late last month at club level.

Also out of the two matches is Ambroise Oyongo, who is based in Major League Soccer with Montreal Impact and is a teammate of Didier Drogba's.

His replacement is Abouna Ntsana, who played against Mamelodi Sundowns on Saturday in the CAF Champions League for AC Leopards in Dolisie.

Cameroon began their training for the match against South Africa on Monday, with only key defender Nicolas Nkoulou, from Marseille in France, late for training sessions at the CAF technical centre at Mbankomo.

The Sûreté du Québec announced on Wednesday the arrest of a suspected fraudster, specialist of a scenario called “Black money scam,” in which victims are invited to participate in cleaning soiled banknotes, then robbed during the operation.

Cyrille Ngongang, 49, was caught in downtown Montreal on Tuesday afternoon. He appeared in court to be charged with fraud and breach of commitment.
This is not the first time Cyrille is being arrested for this same crime. He had already been arrested for this very crime by the SQ on January 19th 2016. He could regain his freedom under strict bail conditions.


There are several variations of the “Black money” scenario, but all involve a lot of so-called cash that has been stained with a dye or other colorant.

Man Killed, Lawyer Held Over Aborted House Eviction In Yaounde

A Yaounde-based legal practitioner, Barrister Tsienzou Magloire, is now in gendarmerie custody after an attempted house eviction in the evening of March 17, 2016, turned awry. According to dependable sources at the Yaounde Territorial Gendarmerie Group near the Municipal Lake, concerned neighbours thought a burglary was underway after unarmed five thugs hired by Barrister Tsienzou scaled the wall of the home in the posh Golf neighbourhood at 6 pm.

They opened the gate for their master after landing inside the compound. The intruders then proceeded to force their way into the home after manhandling the night watchman. The occupant, who also claims to be the owner of the property, Mrs. Zenabou Dialo and her child, were at the mercy of Barrister Tsienzou and his men before gendarmes arrived.

On sighting the security forces, the intruders tried to flee and refused to stop even when they were ordered to. “It is at this point that gendarmes fired on one of the suspects, Fankem David, also known as ‘Americaine.’ He died on the spot after the bullet hit him on the head,” the source said.

According to Barrister Tsienzou Magloire, he forced his way into the home to evict the occupant because one of his clients had recently acquired the property. Gendarmes said he produced papers to support his claim, even though Zenabou Dialo insists the home belongs to her. Meanwhile, three other thugs were arrested while one succeeded in fleeing. The corpse of Fankem David was kept in the Yaounde Central Hospital Morgue.

FECAFOOT Calls For Biya’s Presidential Candidacy

From the ruling CPDM party, the call for President Paul Biya to be a candidate at the next presidential election has extended to the Cameroon Football Federation, FECAFOOT.

The Federation made the call in Buea during the first ordinary general assembly of the Football Association, FA, on Monday, March 21, 2016.

According to the Tombi Aroko Sidiki lead group, Paul Biya being the number one sportsman in the country, has taken several initiatives to promote sports and football in particular.
